

Established in 2002 through support from the U.S. Department of Education (ED), The National Evaluation and Technical Assistance Center for the Education for Children and Youth Who Are Neglected, Delinquent, or At-Risk (or NDTAC) plays a vital role in ensuring that states have the tools, guidance, and resources necessary to effectively serve youth who are neglected, delinquent, and at-risk. Collectively, NDTAC is comprised of three organizations—Longevity Consulting, Child Trends, and Cyber Synergy—that provide technical assistance and support to state education agencies that receive Title I, Part D funding.
Title I, Part D Goals
Title I, Part D is a program statute most recently amended in 2015 by the Every Student Succeeds Act (ESSA). The goals of Title I, Part D, are as follows:
- Improve educational services for children and youth in local, tribal, and State institutions who are neglected or delinquent, so that they have the opportunity to meet the same challenging State academic standards that all children in the State are expected to meet.
- Provide these children and youth with services to successfully transition to further schooling or employment.
- Prevent youth who are at risk from dropping out of school and provide youth who drop out and children and youth returning from correctional facilities with a support system to ensure their continued education and the involvement of their families and communities.
The Elementary and Secondary Education Act (ESEA), as amended in 2015, allocates funds for Title I, Part D under two subparts. Subpart 1 funds State agency programs and Subpart 2 funds local education agency programs.
Training and Technical Assistance Delivery
NDTAC provides training and technical assistance (TTA) on how to support implementation of Title I, Part D program requirements. We work with State and local administrators and service providers of the Title I, Part D program to:
- Ensure that youth who are neglected or delinquent have the opportunity to meet the same challenging State academic standards that all children are expected to meet.
- Improve educational services for children and youth who are neglected, delinquent, or at risk of involvement with the juvenile justice system.
- Provide children and youth who are neglected or delinquent with the services needed to make a successful transition from institutions to schools and/or employment.
- Prevent youth who are at risk of academic failure from dropping out of school.
- Provide children and youth who have dropped out of school, or who are returning to school after residing in an institution, with a support system to ensure their continued education.
Our team of TTA experts directly support stakeholders by providing one-on-one TTA, managing the NDTAC Helpdesk, hosting a hybrid Annual Meeting, and creating resources to share with the field.
