This study has three goals: 1) to use available survey data to describe characteristics of welfare families that are relevant to the Family Support Act (FSA ); to determine what the characteristics of welfare families imply for the implementation of the FSA and efforts to break the cycle of poverty; and 3) to provide benchmark data that will permit an appraisal of the effects of the FSA in the future.
