Poor, Unemployed, and Not on Welfare: A Statistical Look at “Disconnected Families”

Poor families that are neither in the labor force nor participating in TANF—a group we term here “disconnected”—may be at risk for a range of negative outcomes that are associated with poverty. Identifying and understanding the characteristics of this population are essential for improving efforts to reach these presumably vulnerable parents and children who may have eluded past outreach.
