OVERVIEW

Metropolitan Youth Academy is a GED program for high school aged students who have dropped out of school. In addition to providing GED programming, it also provides counseling and social services. An experimental evaluation of the program found impacts for receiving a high school diploma or GED, receiving a GED certificate, and pregnancy. In addition, during year 3, participants were more likely to self-report low self-esteem.

Evaluated population:  The study sample comprised 373 students of high school age who had dropped out of school. The study took place in St. Louis, Missouri. The average age of the sample was 18 years. Among the treatment group, 51 percent were girls, 96 percent were Black, and 23 percent had a mother with less than a high school education.

Approach: Students were randomly assigned to the Metropolitan Youth Academy (n=223) or to a control group (n=150). Students assigned to the control group were permitted to participate in other educational programs. Students were assessed at baseline as well as approximately 18 months and 30 months later. (The first cohort was followed for three years while the second cohort was followed for two years.) Outcomes were assessed through self report. Students also completed survey questions about student and parent characteristics, including age, race, parent’s educational attainment and employment status, and receipt of public assistance.

Results: No significant impacts were found during the first follow-up year. Outcomes measured at this time point included enrollment in school or GED program. At year two, participants assigned to the Metropolitan Youth Academy intervention were significantly more likely to receive a high school diploma or GED and to receive a GED certificate. No impacts were found for dropping out of school or receiving a high school diploma, or any of the self-reported outcomes, including low self-esteem, external locus of control, females who got pregnant during the previous year, males arrested during the previous year, or students who smoked marijuana during the previous month. At year three, participants assigned to the Metropolitan Youth Academy intervention, compared with  those assigned to the control group, were significantly more likely to report low self-esteem, and less likely to report having gotten pregnant during the previous year. Impacts were not found for external locus of control, males arrested during the previous year, or students who smoked marijuana during the previous year, dropping out of school, receiving high school diploma or GED, receiving high school diploma, or receiving GED certificate.
