Type of Evaluation: Outcomes Monitoring.

Objective: The Oakland Fund for Children and Youth (OFCY) evaluation was designed to assess service provision and the effects of services provided by organizations that received grants from OFCY. Please note that the following summary focuses on evaluation findings regarding the effects on children, rather than on service provision.

Impact/Outcomes: Child-reported satisfaction with services increased slightly between fall 2003 and spring 2004 (90.3% versus 91.8%), while parent satisfaction decreased (96.8% versus 93.2%). The percentages of children, parents, and program staff reporting improvement across the seven developmental assets decreased between the fall and spring (76.8% and 75.9% in the fall versus spring for child reports, 86.1% to 80.5% for parents, and 85.4% to 79.1% for staff). The percentages of children reporting improvement across the five areas of attitudes, skills, knowledge, and behaviors remained about the same (79.2% to 79.8%), but the percentages decreased for parent and staff ratings (86.7% to 84.7% for parent reports and 92.7% to 86.1% for staff reports). Staff ratings of children's expectations of themselves declined (85.8% to 78.9%) as did their ratings of children's participation in home, school, and community (85.1% to 81.4%). 59% of children improved their GPA by more than the average improvement of OUSD students; 56% improved their reading scores by more than the average improvement of OUSD students.
