Mission/Goals: The overarching goal of PASS! is to provide quality,
supervised after school homework assistance to children in grades 2
through 8. PASS! seeks to acquaint children and their families with the
local libraries as year-round resources for independent reading and
lifelong learning.
Notes: In 1993, the Library was the recipient of a generous
anonymous grant to be administered by the Friends of the Oakland Public
Library. Former Library Director, Martín Gómez and the Coordinator of
Children's Services, Julie Odofin, decided to use part of this grant to
develop after school homework assistance centers, thus extending
Children's Services. From this, PASS! emerged. PASS! (Partners for
Achieving School Success) homework centers are located in eight of the
sixteen branches of the Oakland Public Library, which serve a student
population of over 20,000. Since most of the monies from this fund were
exhausted in June of 1998, the Library now seeks grants to continue this
popular program, which will also be supplemented by Measure Q. PASS! was
awarded the 1999 Excellence in Library Services to Young Adults Award by
the Young Adult Library Services Association (YALSA) for youth employment
and development. PASS! is not classified as a non-profit organization
since it is associated with the public library system. However, most of
the program's funding must be raised by the
organization itself (e.g., through grants from various funders) and
therefore it operates much as non-profit organizations do rather
than city agencies.

More than 484 students from over 130 schools
were enrolled in PASS! during the 2003-2004 school year and over 1,300
"drop-in" students received services. Students were approximately 15% Asian,
38% Latino, 39% African-American, and 8% "other" or biracial. |
Children in grades 2-8 receive services, and
older teens are trained to be tutors and mentors. |

Monitoring
Note: 2005 is a transition year for the PASS! program. New
program-specific evaluation tools and methods are being developed by
PASS!. Additional evaluation information will be available in the future.
Objective: The Oakland Fund for Children and Youth (OFCY)
evaluation was designed to assess service provision as well as the effects
of services provided by organizations that had received grants. Please
note that the following summary focuses on child, youth, and parent
satisfaction with services delivered, as well as changes in attendance at
school, grades, standardized test scores and other indicators.
Impact/Outcomes: The PASS! program received scores of
"excellent" and "good" according to OFCY criteria. The average
satisfaction score for children and youth was 89% and for parents it was
95% (out of a range of 0-100%). The evaluation also determined that the
program was successful in producing change for the better for customers
(with child, parent, and staff ratings ranging from 77% to 97% who agree
that positive changes occurred). The program also received an excellent
rating in service quality.
