Mission/Goals: To empower youth who have limited resources, particularly those in the Asian and Pacific Islander communities of Oakland, to maximize their potential through educational services and social support.

Notes: Each year, OASES recruits and enrolls over 400 students from the Oakland Chinatown neighborhood to participate in 9 different after-school and summer programs. These students are identified by parents, instructors, and community service providers for OASES's services. Through OASES, each student is provided with up to 15 hours of free services per week, resulting in over 70,000 hours of individualized tutoring, mentoring, and counseling services during the school year. OASES was one of approximately 53 grantees of the Oakland Fund for Children and Youth. Based on OFCY's evaluations, OASES ranked highest in terms of overall performance. OASES has been the recipient of numerous awards on a local, state, and national level, and has been honored in the United States Congress for it's contribution and service to the Asian Pacific American community.

Type of Evaluation: Outcomes Monitoring (Pre/Post-Test).

Objective: The OFCY evaluation report "describes the effort, effect, performance, and results" of its 60 grantee programs that serve 19,701 children and youth in Oakland. It measures the "effectiveness of funded services".

Impact/Outcomes: The evaluation findings indicate that: 1) 88% of students improved their school attendance and 50% of students improved their CAT 6 math scores. These outcomes were compared to students in the Oakland Unified School District who did not attend OASES programs. OASES students showed more improvement than the average among Oakland students. 2) Youth and parents who completed satisfaction surveys showed a high level of satisfaction with OASES's services (82% and 89%, respectively). 3) On measures of youth development (as assessed by youth surveys), results were positive (e.g., 82% reported that the program improved their success in school; 57% reported the program improved their ability to stay safe). 3) On measures of targeted program skills, knowledge, attitudes, and behavior (as assessed by youth surveys), results were also positive (e.g., 85% reported that their understanding of how to do homework improved; 76% reported their grades were better). 4) Targeted goals in the areas of effort, effect, and performance (by the
OASES program) were met and evaluators
rated various aspects of the program as
"excellent" or "good".
