Mission/Goals: The mission of La Clinica is to improve the quality
of life of the diverse communities we serve by providing culturally
appropriate, high quality, and accessible health care for all.
The guiding principles are:
1. Commitment to provide affordable quality health services in a manner
that is culturally and linguistically accessible to the community.
2. Commitment to serve patients with the ability to pay and to subsidize
those patients who cannot pay.
3. Commitment to recognize the total health needs of our patient
population by considering its psychological, social, and economic, as well
as their physical, needs.
4. Commitment to advocate for the short-term and long-term health care
needs of our patients, as well as to advocate for a more humane and
effective health care system.
5. Commitment to respond to new market opportunities and service needs
that are prompted by new technology, an evolving health care industry, the
changing political environment, and the social, health, and economic
demographics of the communities we serve.

Type of Evaluation: Outcomes
Monitoring.
Objective: The Oakland Fund for Children and Youth (OFCY)
evaluation was designed to assess service provision and the effects of
services provided by organizations that received grants from OFCY. Please
note that the following summary focuses on evaluation findings regarding
the effects on children, rather than on service provision.
Impact/Outcomes: Youth-reported satisfaction with services
increased between fall 2003 and spring 2004 (90.2% versus 94.2%). However,
the percentages of youth and program staff reporting youth improvement
across the seven developmental assets declined between the fall and spring
(83.0% and 79.7% in the fall versus spring for youth reports and 58.4% to
56.5% for staff). The percentage of youth reporting improvements across
the eight areas of
attitudes, skills, knowledge, and behaviors
remained about the same (81.7% to 81.4%), but the percentages increased
for staff ratings (75.0% to 81.5%). Staff ratings of youths' expectations
of themselves increased (44.4% to 51.7%) as did their ratings of youths'
participation in home, school, and community (49.4% to 56.7%). 95% of
babies in the program were immunized, and 85% of youth took concrete
action on their case manager's referral.
