Type of Evaluation: Outcomes Monitoring.

Objective: The Oakland Fund for Children and Youth (OFCY) evaluation was designed to assess service provision and the effects of services provided by organizations that received grants from OFCY. Please note that the following summary focuses on evaluation findings regarding the effects on children, rather than on service provision.

Impact/Outcomes: Child-reported satisfaction with services declined between fall 2003 and spring 2004 (95.8% versus 91.0%), while parent satisfaction was similar at the two assessments (89.2% versus 89.5%). The percentages of children and program staff reporting improvements across the seven developmental assets declined between the fall and spring (88.7% and 75.2% in the fall versus spring for youth reports and 95.2% to 83.3% for program staff), but the percentages increased for parent ratings (71.2% to 78.3% ). Similarly, the percentages of children and staff reporting improvement across the five areas of attitudes, skills, knowledge, and behaviors declined (90.6% to 66.5% for youth reports and 98.3% to 86.2% for staff reports), but the percentages increased for parent ratings (55.7% to 59.8%). Staff ratings of children's expectations of themselves increased substantially (50.0% to 81.0%) as did their ratings of children's participation in home, school, and community (56.9% to 83.9%).
