Mission/Goals: The East Bay Asian Youth Center is dedicated to
inspiring and empowering young people to be life-long builders of a just
and caring multi-cultural society. EBAYC's goal is to serve kids,
families, and neighborhoods and to enact individual, family, community,
and policy-level changes.
Notes: EBAYC does not cater exclusively to Asian youth; instead, it
takes a place-based strategy that identifies neighborhoods with high Asian
populations and then works to serve all members of those neighborhoods. A
goal is to establish after school learning centers in each of these
communities. There are currently 4 such centers, each of which
serves between 150 and 250 young people, 80% of whom receive services on a
daily basis. The learning centers provide academic support and enrichment
activities (e.g., sports, arts, leadership, and service-learning
activities) to elementary and middle-school students. In addition, EBAYC
employs 70 high school students as interns, who are trained to be coaches
to younger students. The interns also receive training designed to teach
them about urban education in a social context so that they are able to
develop the knowledge and tools needed to enact social change. Parent
involvement is also highly encouraged by EBAYC. One-to-one outreach
services are available, along with parent training activities designed to
help them develop the skills they need to better their communities. The
emphasis is to develop collective power for parents in EBAYC
neighborhoods.
In addition to its learning centers, EBAYC also runs a program that
provides counseling and case management for youth who are on
probation. Youth are provided with paid internship positions in which they
are trained in video production. EBAYC also runs a school-based health
center that provides services both during the school day and after school.

Type of Evaluation: Outcomes
Monitoring
Objective: The Oakland Fund for Children and Youth (OFCY)
evaluation was designed to assess service provision as well as the effects
of services provided by organizations that had received grants. Please
note that the following summary focuses on child, youth, and parent
satisfaction with services delivered, as well as changes in attendance at
school, grades, standardized test scores and other indicators.
Impact/Outcomes: The PASS! program received scores of "excellent,"
"good," and "fair" according to OFCY criteria. The average satisfaction
score for children and youth was 76% and for parents it was 83% (out of a
range of 0-100%). The evaluation also determined that the program was
successful in producing change for the better for customers (with child,
parent, and staff ratings ranging from 55% to 100% who agree that positive
changes occurred). The program also received a rating of "good" in service
quality and equal effectiveness for all participants.
