Mission/Goals: The East Bay Agency for Children supports children's
academic success and encourages family involvement through a comprehensive
after-school program. The program's goal is to support Hawthorne School as
a positive learning environment for children and adults where children
develop as healthy, successful students and responsible members of their
community and parents are active participants in the process.

Type of Evaluation: Outcomes
Monitoring.
Objective: The Oakland Fund for Children and Youth (OFCY)
evaluation was designed to assess service provision and the effects of
services provided by organizations that received grants from OFCY. Please
note that the following summary focuses on evaluation findings regarding
the effects on children, rather than on service provision.
Impact/Outcomes: Child-reported satisfaction with services
increased slightly between fall 2003 and spring 2004 (89.4% versus 90.6%),
while parent satisfaction increased somewhat more (83.8% versus 89.2%).
The percentages of children and parents reporting improvement across the
seven developmental assets increased between the fall and spring (81.6%
and 84.6% for youth reports and 82.9% to 91.1% for parents), but the
percentages decreased for staff ratings (86.4% to 75.4%). Similarly, the
percentages of children and parents reporting improvement across the nine
areas of attitudes, skills, knowledge, and behaviors increased (74.8% to
80.6% for youth reports and 67.7% to 85.1% for parent reports), but the
percentages decreased for staff ratings (68.4% to 59.9% ). Staff ratings
of children's expectations of themselves declined (74.0% to 69.3%) as did
their ratings of children's participation in home, school, and community
(76.2% to 65.6%). 90% of children improved their school attendance more
than the average improvement of OUSD students, and 63% improved their
standardized language scores more than the average improvement of OUSD
students.
