Type of Evaluation: Experimental.

Objective: To determine whether participation in CAR (Children at Risk, the original name for CASASTART) prevents drug use and delinquency among high-risk youth.

Impact/Outcome Findings: The study reported that treatment group youth committed fewer violent crimes than control group youth. Youth in the treatment group were also less likely to have used gateway or stronger drugs, less likely to have sold drugs, and more likely to be promoted in school, although they did not have significantly higher grades than those in the control group. Several other problem behaviors, including property crimes and sexual activity, were not prevented. Treatment youth were also no less likely to be involved with the justice system. These youth did, however, have more positive peer support and felt less peer pressure. Response rates were 98% at baseline, 77% at the end of the program, and 76% at follow-up.
