Mission/Goals: The Baltimore City Youth Bureau's experimental program was an early intervention strategy designed to identify and reduce negative influences and experience that place inner-city youth at high risk for drug use and other problem behavior.

Type of Evaluation: Quasi-Experimental.

Objective: To examine the program's influence on delinquent activity, substance abuse, sexual activity, and juvenile justice involvement.

Impact/Outcomes: Participation in the treatment clinic was associated with fewer instances of delinquent activities (e.g., shoplifting, selling drugs, physical assault, etc.) than was participation in the comparison clinic. Younger treatment clinic participants received more benefits from treatment than did older participants. The treatment clinic was also more effective at reducing alcohol abuse than the comparison clinic, and again younger treatment clinic participants experienced more beneficial results than older participants. No significant differences were found between the treatment and comparison group in terms of marijuana use or sexual activity.
